As per the latest census survey 2011, India has more than 6, 40, 00 villages and they provide shelter to more than 70% population. Thus a country like India, where almost seventy percent of the country's population lives in primitive conditions, it becomes utmost important that the technological advancement must reach to the grassroots level and it is only possible through education for all sections, so that it is engrossed in the society. The development of India is only possible when rural areas are technologically enriched. These advancements must be channelized to improve health, education, drinking water, housing, electricity and above all literacy, which is a major obstacle in the path of development.
Problems posed in rural development are complex and challenging and require that the best intellects develop innovative and creative research to assist in their resolution. Government Engineering College Bikaner college, being situated in state's one of the most deserted districts, Bikaner, witnessed the need for urgent interventions through skills and knowledge production.
The Center for Rural Empowerment and Development (CRED) is an initiative of the college to undertake Research and Development activities in rural area to make this part of India empowered and self sustained.

CRED's primary focus is on carrying our socially relevant research on rural development in the wider social, economic and political context. In view of the contemporary emerging scenario at the regional, national and global levels some of the Major themes of the Research and Development activities are:-
»To organize, promote, develop, improve, support and maintain rural development activities.
»To create a knowledge base that can be used by stakeholders of rural development
»To organize and promote interest among the villagers in various schemes of the government in order to improve the livelihood which is sustainable and setting up of independent service centre based on local needs for supporting developmental process.
»To render technical assistance for various types rural developmental activities and frame proposal for financial assistance from various institutions for implementation.
»To organize programme on formal and non-formal education and also health and nutrition for children as well as women.
»To undertake some income generation projects for the sustainability of the centre since centre does not intends to take fund from the college.
»To undertake programmes for the poor, especially tribal, schedule cast, women and children for their livelihood security.
